The election is considered the primary and optimal means in the world for citizen participation in the conduct of public affairs nationally and locally, in application of what is known in the law comparing to participatory democracy stipulated by international covenants, including the Universal Declaration of Human Rights issued on 12/12/1948 and the International Covenant on Civil and Political Rights issued on 12/16/1966 and embodied in the Algerian constitution in several principles and provisions of it and enshrined in legislation according to electoral laws, the most recent of which is Organic Law No.

16/10 of 25/8/2016 amending and supplementing under Organic Law No.

19/08 which gave special protection to the electoral process by the rules and procedures of Strict purity from its beginning when reviewing the electoral lists and preparing them to the last procedure, which is voting and announcing the results by assigning the electoral process to independent bodies and committees supervised by them, enabling the citizen or candidate and everyone who has an interest to object to administrative bodies or appeal to judicial authorities, all of which have rules and procedures that protect the electoral process and have been the subject of treatment and analysis in this study.
