The parties to marital relationship aspire to enjoy stability and comfort and to form a healthy, strong and prosperous family, all subject to a variety of factors, including, most importantly, the physical and mental health of the parties to the marital relationship.

Comparative legislation has ensured that this issue is given due attention, as it relates to public health and the safety of society and successive generations, adopting the principle of pre-marital medical examination in ways and forms consistent with the culture and thinking of the individuals concerned.
