The colonial authorities nationalized the forests, under the law of June 16, 1851 which made it take many strict administrative measures to confront the fires that it is exposed to on a regular basis, and due to the nature of the repression that surrounded them, we consider them exceptional punishments derived from the colonial principle: collective responsibility that contradicts the principle of individual provisions, and the Penal Code the metropolis, and we find from the repressive legal abuses of the Penal Code that oppressed the people: the collective fine, so we will try through this study to research the causes of the fires in the forests of Constantine province, as well as to stand on the impact of the legislation of the collective fine on the tribes of the province during the period 1877-1882.
