Colonial administration sought to create legal and administrative mechanisms with the aim of extending settler colonialism, which worked to destabilize the social, cultural and economic structure.

this law resulted in the emergence of new transformations that had repercussions on the reality of the Algerians, including the introduction of family surnames limited to individual sat the expense of the triple surnames (son, father and grandfather), in addition to the dismantling of the tribal system and the emergence of the Algerian individual away from the tribal social framework, the elimination of tribal unity and the decline of the authority of traditional leaders.
