The Consensual Method in concluding Public Procurement is a fertile field that can grow manifestations of corruption and waste of growth.

Like other legislations, the Algerian Legislator stipulates that: Resorting to this method is an exception, and used in specific cases according to the legal text.

Considering that the Public Procurement Law promulgated by Presidential Decree No.

15-247 was issued at a stage that is said to be the least that corruption is established and protected by legal texts.

This makes us ask the question about the seriousness of these conditions and situations that require resorting to the Consensual Method? It necessitates the exigency of researching about the cases and the terms of consensual method in concluding public procurement, as it is stipulated in Presidential Decree No.

15-247 that is containing the regulation of Algerian Public Procurement, compared to what the International Model Law on Public Procurement issued by the United Nations International Trade Law Committee (Unistral) stated.
