From an institutional crisis management perspective, this article examines the conditionality crisis in International Monetary Fund lending programs as a crisis of internal institutional failure, by assuming that conditionality crisis is not only related to changing conditions in the global economy, that inevitably affect the conditions of lending policies, but it is also related to the bureaucratic performance of the fund who was unable to manage the necessary institutional change to cope with the failure of conditionality policies in most cases; in terms of weak decision-making mechanisms and the budget pressure.

The article concluded that the management of institutional change within the International Monetary Fund remains minimal and ineffective, which reinforces more than before the claims of separating the role of the IMF as a financial supporter from its role as an advisor to countries facing globalization challenges''
