Our study seeks to discuss the subject of civil-military relations by asking about institutional mechanisms to achieve civilian oversight of the army, to ensure that this institution does not deviate from its constitutionally defensive and security tasks, Through the use of force means to control or influence power.

Accordingly, the study concluded that the military elite can interfere in the political affairs of the ruling civil authority, through military coups or guardianship of state and society institutions as a result of the lack of professional military culture, and the ence of democratic civil institutions and the social environment that guarantees the army to stay away from civil authority affairs.
