يعتبر تبني النظام الليبرالي الذي يقوم على حرية الصناعة والتجارة، ومسايرة التحولات الاقتصادية التي عرفها المحيط الاقتصادي والقانون الجزائري، من أهم العوامل التي أدت إلى استحداث سلطات إدارية مستقلة علـى رأسها جهاز، يوصف بالخبير الاقتصادي المختص في مجال ضبط المنافسة في السوق يصطلح عليه تسمية" مجلس المنافسة.

System of free trade and industry, and of the adaptatives consider as an adoption the framework for the adoption of the economic changes and legal environment to create independent administrative authorities at their head a body qualified as an economic expert in the field of regulating competition on the denamed market “the competition council.
