it is the mechanism that constitutes an exception to the general principles enshrined in public procurement of equality and freedom between competitors, through the establishment of provisions that give preference to national products and national institutions in confronting imported products, and this article discusses these mechanisms and defects in the legal text, and its impact on the economic reality.
