Abstract EN

This study aims to analyze the reality of the local communities financing system in Algeria and describe the importance of financial resources in the ndependence of local authorities in the conduct of their local affairs and freedom of decision-making, as local financing is the effective for local communities in performing their functions and covering their expenses and development projects financing.

this study has found that the dependence of local communities on central subsidies excessively in addition to weakness of self-financial resources, led to the subordination of these local communities to the central authority and the latter is intervention in local financial management by allocating financial subsidies provided to certain projects, which limits the independence of local communities and consequently impact on local development at the local level.
