When elaborating the legislative system of the national policy for territorial planning and its sustainable development, the Algeria legislator has endeavored to incorporate a series of texts and acts to promote the sustainable conduct of the Algerian city in parallel with the development of its economic, societal and environmental functions.

These reforms included a number of good governance principles in order to boost integrally and equally the local development in accordance with a consultative coordination with a number of people and means to assist the run of these acts, which the present study further investigates.
