The study aims to know the extent of the readiness of the librarian at the university of Mohamed Seddik Benyahia in Jijel to provide offers of information services using smart phone applications, and the qualifications and skills required for this readiness in the library and information specialist to deal with the smart phone environment.

the study relied on the descriptive approach based on analysis procedures, and the interview was used as a main tool for data collection.

the study reached the most important results, the most important of which is that the librarian at the university of Mohamed Seddik Benyahia in Jijel has the ability and full readiness to adopt smart phone applications and employ them in providing information services in line with the needs of the beneficiaries, despite his weak possession of the skills and qualifications necessary for this, and the presence of several obstacles that prevent this, from among them is the lack of training courses in the field of smart phone applications, in addition to the poor budget and the lack of requirements for that.
