تشكل الرقمنة واقع ملموس تعيشه أغلب دول العالم في جميع القطاعات، لاسيما القطاع العقاري بإعتباره قاعدة أساسية في الحياة الإجتماعية و الاقتصادية، و نظرا للأهمية البالغة للعقار نجده حظي باهتمام كبيرمن طرف المشرع الجزائري منذ الاستقلال بغية إرساء سياسة عقارية هادفة.
من هذا المنطلق أصبحت حماية العقار مسألة جوهرية ألزمت المشرع تكريسها عن طريق القانون لإضفاء المصداقية، لكن الواقع إستدعي ضرورة مواكبة هذه النصوص القانونية التي تقوم بحماية العقار للتكنولوجيات الرقمية المنتهجة دوليا، لذلك و على ضوء مكتسبات التجارب الدولية، فإن رقمنة الثروة العقارية أصبحت ضرورة حتمية من أجل عصرنة المجال العقاري وتوفير الأمن العقاري، و هوما أكد عليه رئيس الجمهورية في برنامجه المتضمن إعتماد الرقمنة في كافة المجالات
Abstract EN
: Digitization is a tangible reality for most countries of the world in all sectors, particularly the real estate sector, which is a fundamental foundation in social and economic life.
Given the great importance of the estate, it has received considerable attention from Algerian legislators since independenc in order to establish a targeted real estate policy In this context, the protection of property has become a fundamental issue that the legislature is obliged to devote through the law in order to give credibility.
In fact, it is necessary to keep up with these legal instruments, which protect the property from internationally used digital technologies
