Abstract EN

This study aims to highlight the role played by the formation of the human resource in the creation of public administration and the advancement of the public service, in order to restore the confidence of the citizen in the administration, especially after the waste of public money in Algeria in recent years and the spread of corruption and bureaucracy and poor reception of citizens, not to mention the low level of public service, where this research paper came with a definition of the process of training and the stages of development of Algerian legislation with regard to the composition of the public official, and then the reflection of the training process on performance and its impact on the creation of Public administration and promotion of the public service.
