Abstract EN

The public service occupies an important place within the national group as an aspect of the exercise of power and its contribution to the service of global and sustainable development.

It is necessary, then, that it adapts to political and economic transformations.

For its part, the state has worked to reform the administrative system in a manner compatible with the stability of legal centers and the protection of acquired rights, all within the framework of the construction of the rule of law.

Legal certainty is considered to be the main entry point for achieving social and economic security thanks to the compatibility of legal rules with the principles of justice, in order to have legal stability, guarantee the stability of transactions and legal positions and protect acquired rights.

This is why legal security now occupies an important place in the texts of the public service, whether at the level of the employee's career or through his rights and duties.

This is what we will address in our research work.
