The phenomenon of consumption of psychotropic substances is one of the dangerous phenomena that threaten both the individual and society in all health (psychological), social and economic fields.

Where confronting this phenomenon with conventional punishment alone has become insufficient.

This is on the one hand, and the second aspect is the problem of conflict between the existence of a medical legalization that allows the use of these substances in certain cases in exchange for legal criminalization that collides with this legalization.

Accordingly, we decided to address this problem according to the descriptive and analytical approaches, where we describe the phenomenon and its spread, and then analyze the most important factors and relevant legal texts.

And the need to find alternative means does not completely negate the penalty, but rather complements its shortcomings.
