Intellectual property rights are considered as economic and commercial rights as is the case with the "TRIPS" agreement, but describing them as "rights" should not mask the real dilemma resulting from their application in developing countries.

The latter faces enormous institutional challenges in implementing intellectual property protection, as required by the TRIPS Agreement.

Most of them have limited scientific and technological capabilities -little to gain from implementing the obligations of the TRIPS Agreement -.

Therefore, its main concernis to reduce the human and resource costs involved in establishing intellectual property protection systems.

The most technologically advanced developing countries will need to ensure that their intellectual property systems complement and rein force their broad policies of encouraging technological development and innovation.
