The administration of the French army in Algeria sought to devote the various military and administrative apparatus to expanding the field of occupation, and consolidating the settlement thought among the European elements immigrating towards the colony of Algeria, and this is what the French theorist Alexis de Tocqueville - who witnessed the first stage of the occupation of Algeria - called for in his book.

It also tried to legitimize its plans aimed at exploiting the country's resources and eliminating popular resistance.

Accordingly, all legislative bodies were harnessed to enact decrees that serve their interests at the expense of the Algerian population, especially the real estate laws that supported settlement The leaders of the French occupation concluded that a social change should be brought about to serve their settlement program, and to eliminate the tribe, the main supporter of the popular resistance.

Thus, several regions of Algeria were affected, such as the Tiaret region, capital in the state of Emir Abdelkader.
