Establishing a legal and legislative framework on the part of the state represents the slightest intervention for it to regulate the work of the banking market under the economic control system, especially if we know that the regulatory jurisdiction of the monetary authority is nothing more than a mere application competence for governmental laws issued by either the legislative authority in general or the executive authority especially, in addition to the fact that the latter does not have a legal personality, which makes the state solely responsible for all acts issued by it.

therefore, the state remains an important element in the control policy, and the debate no longer exists about the possibility of its interference in economic life, but rather about the form that this intervention takes.
