يواجه شباب كل بلدان العالم يوميا في الوقت الراهن صعوبات الاندماج في عالم الشغل.
و للتكفل بهذه المسألة مر تطور الاستراتيجية الجزائرية المخصصة للشباب خلال ستين سنة من الاستقلال بثلاث مراحل كبرى، تميز كل منها بوضع و تنفيذ اليات معالجة بطالة الشباب على أساس مبدأ الانتقال التدريجي من الادماج في عالم الشغل إلى الإدماج المجتمعي و على اعتبار معدل البطالة مؤشرا أساسيا لنجاح هذه الاستراتيجية، مما سمح بعدم الاقتصار في تقييم نتائجها على المجال الاقتصادي بل شمل أيضا توسيع مشاركة الشباب إلى مجال صنع القرار.
سمح تطبيق هذه الاستراتيجية بإعادة مطابقة اليات الاستراتيجية مع الظروف المتحولة و مكن اعتماد إطار المتابعة و التقييم لتطبيق كل منها من جعل العمل بالشفافية و تحمل واجب الالتزام أمرا ممكنا.
Abstract EN
Young people lived nowadays, all over the world, with a period of unemployment after leaving school.
In 60 years of independence, three historical phases have been constructed to identify the evolution of the Algerian strategy towards youths on the labour market.
At each phase, mechanisms are implemented to combat youth´s unemployment.
The strategy is shifting gradually from the principle of integration to that of societal inclusion.
The youth unemployment rate is a powerful indicator for measuring the level of success of strategies.
With the principle of inclusion, autonomy does not stop at economics, it is extended to the participation of young people also in the decision-making sphere.
The implementation of the strategies certainly imposes adjustments to the circumstances.
With the adoption of a monitoring and evaluation framework for each mechanism, the principles of transparency and accountability become possible.

Les jeunes sont confrontés, de nos jours, partout dans le monde, à l´accès à l´emploi.
En 60 ans d´indépendance, trois phases historiques sont construites pour cerner l´évolution de la stratégie algérienne en direction des jeunes sur le marché du travail.
A chaque phase, des mécanismes sont mis en œuvre pour agir sur le chômage des jeunes.
Ces dispositifs passent progressivement du principe de l´insertion vers celui de l´inclusion sociétale.
Le taux de chômage des jeunes est un indicateur puissant du niveau de réussite des stratégies.
Avec le principe de l´inclusion, l´autonomie ne s´arrête pas à l´économique, elle est élargie à la participation des jeunes aussi à sphère décisionnelle.
La mise en œuvre des stratégies impose certes des ajustements aux conjoncture.
Avec l´adoption d´un cadre de suivi et d´évaluation pour chaque dispositif, les principes de transparence et de redevabilité deviennent possibles.
