فشلت سياسات التنمية المختلفة في حل قضية التشغيل في الجزائر، ولا سيما الخريجين.
تتمثل إحدى السمات المشتركة لجميع هذه السياسات في تهميش مجال المعرفة، لاسيما من خلال سياسات التدريب و البحث التي تطورت إلى حد كبير على هامش المجال الاقتصادي و لم تبذل الجهود اللازمة لمواجهة التحدي المتمثل في تشغيل الشباب.
سوف ندرس في هذه المساهمة كيفية استيعاب السياسات المختلفة للسؤال الخاص بالاستثمار في مجالات التدريب و الابتكار و البحث، و سنطرح سؤالا حول قدرة اقتصاد المعرفة على الإجابة على هذه الأسئلة.
من الناحية المنهجية، تعتمد الدراسة على العديد من الدراسات الميدانية التي أجريت على مر السنين حول هذه القضايا مع كل من المؤسسات و المنظمات الوطنية ومع الشركات، و سيستند إلى العمل المنجز نيابة عن المنظمات الدولية بما في ذلك برنامج الأمم المتحدة الإنمائي و الاتحاد الأوروبي و معهد البنك الدولي.
كما تستفيد الدراسة من خبرة المؤلف كمراقب مشارك .
تشير نتائجنا إلى أوجه القصور المتعلقة بمجال التدريب و البحث و صعوبة استيعاب سوق العمل للملفات ذات الكثافة العالية في المعرفة.

Abstract EN
The various development policies have failed to resolve the issue of employment in Algeria, particularly that of graduates.
One of the features common to all these policies is to have marginalized the sphere of knowledge, in particular through training and research policies which have largely evolved on the fringes of the economic sphere and have not made the necessary effort to raise the challenge of youth employment.
We will examine in this contribution, how the various policies have apprehended this question of investment in these fields of training, innovation and research and will ask the question of the capacity of the knowledge economy to answer these questions.
Methodologically, the work is based on several field studies conducted over the years on these issues both with national institutions and organizations and with companies.
It will also be based on work done on behalf of international organizations including the UNDP, the European Union and the World Bank Institute.
It will benefit from the author's experience as a participating observer.
Our results point to the deficits related to the sphere of training and research and the difficulty of absorption of the labor market of profiles with high intensity in knowledge.
A detailed argument and a detailed analysis will form the basis of these conclusions.

Les différentes politiques de développement n'ont pas réussi à résoudre la question de l'emploi en Algérie et notamment celui des diplômés.
L'un des traits communs à toutes ces politiques est d'avoir marginalisé la sphère du savoir notamment par des politiques de formation et de recherche qui ont largement évolué en marge de la sphère économiques et n'ont pas déployé l'effort nécessaire pour relever le défi de l'emploi des jeunes.
Nous examinerons dans cette contribution, comment les différentes politiques ont appréhendé cette question de l'investissement dans ces domaines de la formation de l'innovation et de la recherche et poserons la question de la capacité de l'économie du savoir à répondre à ces questions.
Au plan méthodologique, le travail s'appuie sur plusieurs études de terrain conduite au fil des années sur ces questions à la fois auprès des institutions et organismes nationaux qu'auprès des entreprises.
Il s'appuiera également sur des travaux faits pour le compte d'organisations internationales dont le PNUD, l'Union Européenne et l'institut de la Banque Mondiale.
Il bénéficiera de l'expérience de l'auteur en tant qu'observateur participant.
Nos résultats pointent aux déficits liés à la sphère de la formation et la recherche et la difficulté d'absorption du marché du travail de profils à haute intensité en connaissance.
Des pistes de réponses seront présentées au niveau de la partie perspectives.
