يعتبر مشروع توحيد المغرب الكبير مشروعا قديما مجذر في ضمير شعوب المنطقة، لكونه يرتكز على عناصر تضامن قوية لأقصى درجة كالثقافة و التاريخ و المصير المشترك.
و يقترح هذا المقال عرض كيف أن محاولات سابقة للاندماج الجهوي، في إطار اللجنة الدائمة الاستشارية المغاربية التي تم وضعها في سنة 1964 و اتحاد المغرب العربي الذي تم إحداثه في سنة 1989، لم تبلغ الأهداف المرجوة أن يشكل الإطار الأمثل لتطبيع العلاقات.
Abstract EN
The Maghreb unification project is an old project rooted in the consciousness of the peoples of the region, as it is based on extremely powerful elements of solidarity such as culture, history and common destiny.
this article aims to show how attempts at regional integration, within the framework of the Maghrebian permanent consultative committee (MPCC) established in 1964 and the Arab Maghreb union (AMU) created in 1989, did not achieve the expected objectives however, cooperation within the MPCC and the AMU could have constituted the ideal framework for the normalization of relations between countries.

Le projet d'unification du Maghreb est un projet ancien enraciné dans la conscience des peuples de la région, puisqu'il se fonde sur des éléments de solidarité extrêmement puissants comme la culture, l'histoire et le destin communs.
Cet article se propose de montrer comment les tentatives d'intégration régionale, dans le cadre du Comité Permanent Consultatif Maghrébin (CPCM) mis en place en 1964 et de l'Union du Maghreb Arabe (UMA) instituée en 1989, n'ont pas atteint les objectifs escomptés Pourtant, la coopération au sein du CPCM et de l'UMA aurait pu constituer le cadre idéal pour la normalisation des rapports entre les pays du Maghreb.
