Arabic Abstract

إشكالية البحث:
مفهوم المواطنة من المفاهيم الحديثة نسبيا، إلا أن معانيه متجذرة منذ القدم، منذ أن استوطن الإنسان الأرض، و تتحدد الفكرة الرئيسية للدراسة في محاولة التعرف إلى مفهوم عقد المواطنة بالمعنى الحديث، و العوامل التي ترسخ مفهوم المواطنة بين الجماهير و الرأي العام، مثل الخطاب الديني و الخطاب الإعلامي المستنير، و تحاول الدراسة أيضا استجلاء الغموض المتعلق بمفهوم المواطنة الرقمية، و بيان الحقوق والواجبات المترتبة على عقد المواطنة لكل من المواطن و الدولة، و الحقوق والواجبات المتعلقة بالمواطنة الرقمية.

توصلت الدراسة إلى أن أهم حقوق المواطن وفقا لعقد المواطنة: الحق في الحماية و الأمن، و الحق في حرية الاعتقاد، و الحق في التعبير عن الآراء و المعتقدات، و الحصول على الجنسية، و الحق في المشاركة السياسية و الحياة العامة للوطن، إضافة إلى الحقوق الاقتصادية و الاجتماعية، كالحق في العمل و السكن و الرعاية الصحية.

بينت الدراسة أن أهم حقوق الوطن وفقا لعقد المواطنة: الولاء و الانتماء للدولة أرضا و شعبا و نظاما سياسيا، و الدفاع عن الوطن في حال تعرضه للأخطار، و الحفاظ على مكتسبات الوطن و احترام رموزه، و قوانينه، و القيام بالواجبات المالية كدفع الزكاة و الضرائب للإنفاق منها على المصالح العامة للمواطنين.

توصلت الدراسة إلى أن المواطنة الرقمية ظهرت مع التوسع في استخدام التواصل الرقمي، وأنه لا بد من عقد يحفظ حقوق المواطن الرقمي و الوطن، مع الإشارة إلى عدد من المهارات الواجب توافرها في المواطن الرقمي، مثل: بناء هوية صحية، و القدرة على الحماية السيبرانية وحماية الخصوصيات.

و أخيرا انتهت الدراسة إلى أن الخطاب الإعلامي و الديني يؤديان دورا مهما في نشر ثقافة التعامل الأمثل مع المجتمع العالمي الرقمي؛ للوصول إلى صيغة تحفظ للمواطن حقوقه، و للأوطان المحلية خصوصيتها و حقوقها أيضا.

English Abstract

Search problem:
The concept of citizenship is a relatively recent concept, but its meanings are rooted since ancient times, since man settled the earth.

The main idea of the study is determined in an attempt to identify the concept of citizenship contract in the modern sense, and the factors that consolidate the concept of citizenship between the masses and public opinion, such as religious discourse and enlightened media discourse.

The study also attempts to clarify the ambiguity related to the concept of digital citizenship, and to clarify the rights and duties resulting from the citizenship contract for both the citizen and the state, and the rights and duties related to digital citizenship.

• The study concluded that the most important rights of a citizen according to the citizenship contract: the right to protection and security, the right to freedom of belief, the right to express opinions and beliefs, obtaining citizenship, the right to political participation and the public life of the country, in addition to economic and social rights, such as the right to work housing and health care.

The study showed that the most important rights of the nation according to the citizenship contract are: loyalty and belonging to the state, the land, the people, and the political system, defending the homeland in the event of danger, preserving the nation's gains and respecting its symbols and laws, and performing financial duties such as paying zakat and taxes to spend from it on the public interests of citizens.

• The study concluded that digital citizenship appeared with the expansion of the use of digital communication, and that a contract must preserve the rights of the digital citizen and the homeland, with reference to a number of skills that must be available in the digital citizen, such as: building a healthy identity, the ability to cyber protection and the protection of privacy.

• Finally, the study concluded that the media and religious discourse play an important role in spreading the culture of optimal interaction with the global digital community.

To arrive at a formula that preserves the rights of the citizen, and the local countries have their privacy and rights as well.
