As humanity suffered as a result of the second world war, the united nations sought through the international bill and the conventions annexed thereto, to protect and safeguard human rights from violations, states had to protect these rights within their territory, however, developments in international human rights law, it is the responsibility of the international community as a whole, this has led to the emergence of the concept of humanitarian intervention in the light of the humanitarian assistance granted to man, times of armed conflict and natural disasters as an optimal way to protect human rights when violated, without invoking the sovereignty of states, the study was based on the analytical descriptive approach to demonstrate the limits of both humanitarian intervention and assistance.

and the boundaries between them because of their overlap, finally, humanitarian assistance must not be politicized and practiced under the cover of humanitarian intervention, it loses its humanity and is a reason to override states' sovereignty on the pretext of protecting human rights.
