The international community has witnessed the activation of many general international legal norms governing human rights issues, whether in the case of peace by application of international human rights law or in the case of armed conflicts by application international humanitarian law, and in view of the violations and wastage of these rights.

as a result of the abuse of power by states against their citizens and the serious violations they have exercised against their rights and freedoms under various pretexts on the one hand, wars or conflicts that have engulfed the international community and the resulting serious breaches of the rules of international humanitarian law on the other hand, these rules and provisions had to be supplemented by other legal procedures to provide international mechanisms for their application under the umbrella of the united nations.
