Abstract EN

The main reason for the failure of many development experiments and their unsustainability is not the lack of various resources, rather it is the misuse and exploitation of these resources due to the spread and exacerbation of corruption practices on a large scale, as it was considered the number one obstacle to achieving sustainable development, and in order to combat and eradicate it, good governance emerged.

in order to combat corruption in its various forms and manifestations, work must be done to adopt the rules and mechanisms of good governance and its philosophy based on rationality and wise management of state resources, which in turn is considered one of the tools for same time it is an integral part of it, in the sense that development is not based only on material components.

there are other non-material components such as: freedom of opinion, the right to participation, opposition and other components that are considered principles of good governance.

despite the issuance by the Algerian legislator of an important legal arsenal in order to confront corruption of all kinds and in various fields, as well as the creation of several agencies and institutions working to limit the spread of this phenomenon, it failed to achieve this goal due to the lack of an appropriate climate and the failure to provide it with full powers, freedom and independence in the performance of its duties, in addition to the absence of a serious political will to combat corruption.
