Abstract EN

The current study aims to clarify the constants of Saudi foreign policy in king Fahd's era and examine the role of the political leadership, represented in king Fahd, in administrating Saudi Arabia's foreign policy, and also clarify the extent of changing constants as a result of regional, Arab, international developments that occurred during his rule (1982-2005).

therefore, the study has thoroughly examined internal and external determinants of foreign Saudi policy and the circles in which the us foreign policy affectively involved, namely: the gulf, Arab, regional and international circles, in order to determine the extent of constancy of the Saudi foreign policy.

the study has reached many findings, the most importan of which are: first, Saudi foreign policy during the reign of king Fahd was not affected by the developments that took place at the gulf, Arab, regional and international levels.

rather, its policy remained based on constants and principles, which are: good neighborhood, non-interference in other countries' internal affairs, strengthening relations with the gulf and Arab countries, establishing cooperative relations with friendly countries.

secondely, king Fahd played a pivotal role in dealing with many Arab, regional and international issues such as the Palestinian issue, the second gulf war, the American-British war on Iraq, and the issue of terrorism.
