Talking about the role of the state and the concept of social welfare for its citizens is the focus of the current controversy in light of the various global repercussions.

The problematic of this controversy is almost determined by how to maintain the primary role of the state in protecting society with the change in the concepts of care and the decline in the role of the state and its neglect of performing some of its obligations towards its citizens, especially after the state of care in developed countries has been subjected to tensions and collapses.
