The political system in Iraq suffers from the growing power of political parties and their dominance over the joints of the state, and its political and administrative institutions, which made the political system in a state of obstruction and incapable of renewal and development due to a formal reproduction of the figures of the ruling political elite after each parliamentary elections and became more like a closed bureaucratic system, and we find that The increasing state of conflict between the ruling parties over areas of influence and control, which prevents the completion of the process of democratic transition that requires political stability, appropriate economic and social conditions or reconciled political elites adopting the transition process, which indicates the existence of a structural defect resulting from the nature of the political thinking of the decision maker.
