The current eras witness several attempts at administrative reform, especially because of the pressures seen by the administration and public establishments which give priority to the relationship between the local administration and the citizen by working to meet the needs of citizens and provide better services, and the interaction between local administration and the citizen begins in his communicative situation based on the exchange of meaning in order to respond to the recommendations of the citizen and to execute the tasks and function of local administration, this provokes the foundation of interactions dependent on the image of local administration and its managers.

in this article we will base on the reality of communication between the local administration and the citizen for its connection with the necessary recommendations of the citizen and will clarify if the communication between the two parties is a designation reciprocal, interactive, dynamic which correspond to the level of service and respond to the aspiration of citizens and their needs to involve the citizens in its governance.
