Local development is a humanitarian goal aimed at meeting the needs of the local community in the lowest cost, fastest possible means and in the best quality.

This requires monitoring mechanisms from human resources, financial resources, technical mechanisms, legal framework that carefully controls the powers of regional groups as the official local authority, where local performance plays the central role in the effectiveness of local development programmes and makes them more rational and law-based, reflecting the effective capacity to seek materials to meet development needs and to address development needs.
