Abstract EN

Considering the territory a guarantor of development made the decision-maker adopt the legal approach as a mechanism reforming local collectivities in Algeria, especially between ( 2010-2020), and for this reason, the aim of this study is to know the various environmental pressures that made the legal reform process directed by political consideration, which led the lack of standards for independence, and this was reflected in the nature of the outputs of local collectivities, and was expressed by the weakness of functional indicators, and the important result of this study is that the adoption of this approach stems from the credibility it suggests, and its ability to empower the political system by renewing its legitimacy.
