This text attempts to highlight the dilemma of the dissemination of scientific and technical information throughout the world, not only in the era of a revolution that never ceases to amaze, but also in the evolution of the publishing, which has been amplified by fierce competition between publishers who aim to capture the efforts of researchers, whether Western or otherwise.

Then trying to understand this equation of scientific and technical information (products of funded or unfunded individuals and groups) versus the logic of the global market for this information, which deliberately or unintentionally seeks to drive a wedge between the industrialized world and the third world.

This problem has transcended the specificities of countries and regions towards a global dimension, based on the cosmic nature of the village that Marshall Macluhan predicted during the last century.

Nor can we speak today of the dissemination of scientific and technical information without addressing the problem of free access.
