Arabic Abstract

تهدف هذه الدارسة الى التعرف الى دورجائزة الملك عبدالله الثاني لتميز الاداء الحكومي و الشفافية في تحسين الأداء الحكومي من خلال قياس مدى تطبيق معايير الجائزة.

تم تصميم استبيان خاص كاداة لجمع المعلومات حيث تكونت من ( 46 ) فقرة تم تقسيمها على سنة محاور و هي ( القيادة، الاستراتيجية، الأفراد، الشركاء و الموردين، العمليات و الخدمات و تحسين الأداء ).

تم توزيعها على موظفي وزارة الاقتصاد الرقمي و الريادة و التي تم اختيارها عينة الدراسة.

تم استخدام البرنامج الاحصائي ( 25 ) ( SPSS release ) لتحليل المعلومات التي تم جمعها و اظهرت النتائج ان هناك تاثيرا إحصائيا لتطبيق معايير جائزة الملك عبدالله الثاني لتميز الأداء الحكومي و الشفافية و المتمثلة ( القيادة الاستراتيجية، الأفراد، الشركاء و الموردين، العمليات والخدمات على تحسين الأداء الحكومي، و بمتوسط حسابي مرتفع (عند قيمة ( 398 ) و انحراف معياري ( 0.62 ).

كذلك أظهرت الدراسة عدم وجود فروق ذات دلالة إحصائية في تقديرات عينة الدراسة لدور الجائزة يعزى للمتغيرات الديموغرافية ( المؤهل العلمي، سنوات الخبرة، و المسمى الوظيفي )، بينما ظهرت فروق ذات دلالة إحصائية تعزى للمتغير الديموغرافي ( الجنس ) .

كانت أهم التوصيات في الدراسة حث الوزارة على تشجيع إجراء مزيد من الدراسات لتحديد عوامل التميز و إضافة أطر معرفة جديدة حول طبيعة التميز و الإبداع الموجودة في الوزارة، بالإضافة إلى تجذير معايير جائزة الملك عبد الله الثاني في إجراءات العمل اليومية على جميع المستويات الاستراتيجية و التشغيلية.

English Abstract

This study aims to identify the role of the King Abdullah II Award for Excellence in Government Performance and Transparency on Improving Government Performance by measuring the extent of applying the Award criteria.

A special designed questionnaire was used as a tool to collect the data, which consisted of (46) items divided into six categories (leadership, strategy, People, partners & resources, Processes & services, and performance improvement).

The questionnaire was distributed to the employees of the Ministry of Digital Economy and Entrepreneurship.

Statistical software (SPSS release 25) was used to analyze the collected data.

The results have shown that a statistically significant impact on the application of the King Abdullah II Award for Excellence in Government Performance and Transparency criteria (leadership, strategy, people, partners & resources, &Processes & services) on improvement of government performance, with the highest mean value (3.98) and standard deviation (0.62).

The study also showed that there was no statistically significant impact of the effect of the demographic variables on the trend of individuals in the study sample towards the application of the criteria (educational level, years of experience, and job title), while there is a statistically significant impact attributed to the demographic variable) Gender(.

The most important recommendations in the study were to encourage do further studies to identify factors of excellence and to add new knowledge frameworks on the nature of excellence and creativity found in the Ministry, in addition to root the criteria of the King Abdullah II award in the daily work procedures at all strategic and operational levels.
