Public money in various institutions is witnessing a remarkable waste, and the administrative function is deteriorating as a result of the spread of financial and administrative corruption in some government sectors, due to the weakness of some accounting and control systems with defects in follow-up and supervision, which led to the deterioration of the functional aspect as well, and this requires strengthening the role of all supervisory authorities and actors to join efforts in the use of human, information and technical resources and performance evaluation for the efficient and effective implementation of public policies and emphasis on accountability in the provision of services, activities and the relationship with the citizen.

therefore, reform has become a matter based on accountability in all management systems.

hence, the study aimed to determine the level of accountability in the local planning bodies, and determining the level of administrative reform in the local planning bodies, while defining the difficulties facing the contributions of accountability in achieving administrative reform in the local planning bodies, in order to arrive at proposed planning procedures to activate the contributions of accountability in achieving administrative reform in the local planning bodies.

the study concluded that the main hypothesis of the study was accepted, which is that "there is a direct, influential, statistically significant relationship between accountability and administrative reform in local planning agencies".
