Arabic Abstract

هدفت الدراسة للتعرف على دور تطبيق الإصلاحات الإدارية والاقتصادية في محاربة و ضبط الفساد المالي و الإداري في المملكة العربية السعودية، و أجريت هذه الدراسة على أعضاء هيئة التدريس في جامعة الحدود الشمالية، و لتحقيق أهدافها تم اختيار العينة بطريقة قصدية و اختيار 368 عضو من أعضاء هيئة التدريس في الجامعة، و بهدف جمع البيانات الميدانية من العينة المستهدفة اعتمدت الدراسة على أداة الاستيبان، و ذلك لطبيعة الدّراسة التي اتبعت المنهج الوصفي المسحي.

و توصلت الدراسة إلى أن من أهم الإصلاحات الادارية قيام حكومة المملكة بتطبيق أسس الشفافية و المساءلة في أعمالها المختلفة يحد من جرائم الفساد، و من أهم الإصلاحات الاقتصادية قيام حكومة المملكة على مساءلة أصحاب الأموال عن مصادر أموالهم (أصحاب الثروات و الغنى الفاحش) يحد من جرائم الفساد، و أكثر المعوقات التي تحد من الإصلاحات الإدارية و الاقتصادية هو ضعف مقدرات و مهارات العاملين في القطاع العام في مجال مكافحة الفساد.

English Abstract

This study aimed to identify the role of applying administrative and economic reforms in combating and controlling financial and administrative corruption in the Kingdom of Saudi Arabia, and this study was conducted on the faculty members at the University of Northern Borders, and to achieve its goals the sample was chosen intentionally and 368 members of the faculty were selected at the university, and with the aim of collecting field data from the target sample, the study relied on the questionnaire tool, due to the nature of the study that followed the descriptive survey method.

The study concluded that one of the most important administrative reforms is that the Kingdom’s government applies the foundations of transparency and accountability in its various actions that reduce corruption crimes, and one of the most important economic reforms is the Kingdom’s government’s accountability of money owners for the sources of them money (owners of wealth and super rich) that reduces corruption crimes, and most obstacles Limiting administrative and economic reforms is the weak capabilities and skills of public sector workers in the fight against corruption.

The study recommended emphasizing the role of administrative and economic reforms in the Kingdom of Saudi Arabia in combating and controlling financial and administrative corruption, and working to increase efforts to remove obstacles that limit the application of administrative and economic reforms to fight and control financial and administrative corruption in the Kingdom of Saudi Arabia, and holding seminars and workshops.

A work that would enhance citizenship and raise the efficiency of workers in government and private departments to fight corruption, and work to develop laws and legislations that would fight corruption in a manner compatible with the current stage and develop it in accordance with the changes that occur.
