International humanitarian aid is provided in exceptional emergency circumstances that require an urgent need to provide relief to the victims with the materials necessary for life when the concerned state is unable to do so, such as food, water, medicine and shelter, and this relief aid has become a human right recognized by customary international humanitarian law since the United Nations General Assembly issued its resolution No.

(46/182) of 1991 “Strengthening the Coordination of Humanitarian Aid, ” which became part of customary international humanitarian law, as it emphasized the importance of providing humanitarian aid in accordance with humanitarian principles, neutrality and integrity for disaster victims and with the consent of the affected country.

Paragraph (2) gave Article (18) Of the 1977 Additional Protocol II to the four Geneva Conventions of 1949, states or international organizations have the right to provide humanitarian aid on the condition that the concerned state agrees.

However, the principle of humanitarian aid has become one of the basic axioms in international law, so the hostile state must not set obstacles to prevent the aid from arriving.

Humanity, as Article 14 prohibited the method of starving civilians as a means of war to weaken the opponent.

Humanitarian aid is a prominent feature of international cooperation in humanitarian issues, as one of the goals of the United Nations Organization is to achieve international cooperation to solve issues of an economic, social, cultural and humanitarian character and to enhance respect for human rights and fundamental freedoms for all people, as affirmed in Paragraph (3) Article (1) of the United Nations Charter.

The United Nations, and the United Nations Organization, has a leading and central role in the implementation of humanitarian aid for victims of armed conflicts, and for this purpose it has adopted many mechanisms, including the creation of subsidiary offices whose primary mission is to coordinate and deliver humanitarian aid and its financing.

International humanitarian law has defined in Article (3) and Article (23) the mechanisms that They must be adopted to protect the victims of armed conflicts and to deliver aid to them from such "safe areas" and "humanitarian corridors".

These mechanisms have been applied in the battle to liberate Mosul, which resulted in a humanitarian disaster by all standards.

The humanitarian aid provided by the United Nations agencies and programs with international organizations has contributed to other than Government to save civilian victims of the battle and alleviate their suffering.
