The proper implementation of the state's general budget should be protected and ensured, and it should not be wasted or lost due to the misuse of the competent employee's authority and the exploitation of administrative contracts at the expense of the public interest.

This is an important matter and is becoming increasingly important in our country, especially in light of these circumstances in which we live, so we tried to research the validity of the Integrity Commission in investigating crimes committed on administrative contracts, and the Integrity Commission is one of the most important investigative agencies in combating crimes in countries where it is spread.

Corruption Crimes against administrative contracts at the stage of their conclusion to termination are considered administrative and financial corruption in government institutions, and a body in those institutions carries out the tasks of investigating and detecting crimes and referring them to the competent courts to take their own action.

The Iraqi constitution emphasized the importance of these agencies and It stipulated that they are completely independent agencies, so the investigation of these crimes is within the authority of these agencies, and it is necessary that their weakness leads to a reduction in the state's general budget on the one hand and the spread of corruption on the other hand, especially at the present time, and because a large part of this budget is devoted to implementing projects We think it is necessary to conduct scientific research on this topic.
