Abstract EN

There are many economic relations in the economic systems, including the relationship between foreign reserves and the net budget, especially in Iraq, as it suffers from an imbalance in the structure of budget financing from financial resources; As a result of dependence on oil revenues, which are characterized by instability due to the fluctuation of their prices, and this constitutes a restriction on the accumulation of foreign reserves in Iraq; The fact that foreign currencies derived from oil revenues constitute the main component in the formation of foreign reserves in Iraq.

Therefore, the premise of the study hypothesis was that foreign reserves are linked to the net budget, so it is necessary to determine the optimal level of the net budget to maintain a cumulative pattern of reserves to enhance economic stability, and in order to test this hypothesis and reach the objectives of the study, the study was divided into three demands.

The second requirement is the theoretical framework of the net budget and its impact on determining foreign reserves, while the third requirement dealt with analyzing the relationship between foreign reserves and the net budget in Iraq during the years of study, and the study concluded with a set of conclusions and recommendations that were drawn from the theoretical and quantitative aspects of the study
