Abstract EN

The resulted circumstance of COVID- imposed their dominance on the reality in Iraq, and the necessity to create a proper method to complete the Academic year - requirements, and achieve the target goals of this year.

However, the technology progress and infrastructure availability that aids the information technology, but the communicative educational environment stayed as before (Attending classes), and it was the main reason of COVID- breaking down instead of its harmful damages that accompanied this break down, and the shift to the new communicative environment and relying on the E-Education by Electronic platforms investment which are presented by the global programming companies to keep going with educational process.

Hence, this paper spot the light on this new environment effectiveness in University evaluation annual achievement that issued from the Ministry of Higher Education and Scientific Research, study these evaluation results and comparing them with the previous one regarding its input and output for the communicative planning and the range of achieving its goals.

Studying also the scientific reaction in education, and whether this new communicative environment is going to be an alternative to the study in Iraq, or it is going is to be a temporary trip that helps us to pass COVID breaking down.
