Abstract EN

Civil society is a very broad and complex concept, so when we study it, we must take all that we can know in order to clarify this concept and to be palatable to all.

In particular, in our Arab world, although modern phenomena are taking shape in spite of the emergence of civil institutions more than 100 years ago, society still does not know the concept of civil society and its tools from non-governmental organizations operating in society.

It helps governments to overcome the problems that arise.

Civil society and its organizations are considered the right hand of governments and a good means of cooperation between the governmental and non-governmental sectors.

This research is concerned with the development of civil society in Iraq and Egypt, as well as with the laws that have been enacted to regulate it in Iraq and Egypt.
