Arabic Abstract
هدفت الدراسة إلى التعرف على دور القيادة الاستراتيجية في تنفيذ السياسات العامة في الدوائر الحكومية في محافظة الكرك، تكون مجتمع الدراسة من جميع المديرين و نوابهم ومساعديهم في و البالغ عددهم (175)، و تم اعتبار مجتمع الدراسة عينة له، و لتحقيق أهداف هذه الدراسة تم تطوير استبانة وزعت علـى مجتمـع الدراسة، و تم استعادة (170) استبانة صالحة للتحليل الإحصائي، شكلت ما نسبته (97.86%) من مجتمع الدراسة.
و تم استخدام الحزمة الإحصائية للعلوم الاجتماعية (25.SPSS V) للتعرف على خصائص عينة الدراسة، و لإيجاد قيم الاوساط الحسابية و الانحرافات المعيارية بغرض الاجابة عن أسئلة الدراسة، و تحليل الانحدار المتعدد لاختبار فرضيات الدراسة.
و توصلت الدراسة إلى عدد من النتائج، من أهمها : 1.
أن المتوسط الحسابي العام لإجابات أفراد العينة على الفقرات التي تقيس متغير القيادة الاستراتيجية قد جاء بدرجة مرتفعة.
2.
أن المتوسط الحسابي العام لإجابات أفراد العينة على الفقرات التي تقيس متغير تنفيذ السياسات العامة قد جاء بدرجة متوسطة.
3.
وجود أثر ذو دلالة إحصائية للقيادة الاستراتيجية بإبعادها مجتمعة (التوجه الاستراتيجي، و رأس المال البشري، و الممارسات الأخلاقية، و الرقابة الاستراتيجية) في تنفيذ السياسات العامة مجتمعة و منفرد بحسب ابعادها (صياغة السياسة ونشرها التخطيط وتعبئة الموارد ومشاركة أصحاب المصالح) في الدوائر الحكومية لمحافظة الكرك.
و أوصت الدراسة بضرورة الاهتمام برأس المال البشري في الدوائر الحكومية في محافظة الكرك و تعزيز الاهتمام بالممارسات الاخلاقية لما له من انعكاسات كبيرة في الأنشطة و العمليات التخطيطية و المشاركة أصحاب المصالح في تقديم الخدمات و الحفاظ على موارد الدوائر الحكومية في محافظة الكرك.
و أن تعمل القيادات في الدوائر الحكومية في محافظة الكرك على تعزيز مشاركة أصحاب المصالح عند صياغة السياسات العامة كون هذه الأطراف جزء من بيئة عمل هذه الدوائر.
English Abstract
The study aimed to identify the role of strategic leadership in implementing public policies in government departments in Karak Governorate, the study population consisted of all managers, their deputies and assistants in the number (175) and the study population was considered a sample for it, and to achieve the goals of this study A questionnaire was developed and distributed to the study population, and (170) questionnaires valid for statistical analysis were recovered, constituting (97.86%) of the study population.
The Statistical Package for Social Sciences (SPSS V.25) was used to identify the characteristics of the study sample, to find averages values and standard deviations for the purpose of answering study questions and analyzing multiple regression to test the study hypotheses.
The study reached a number of results, the most important of which are : 1.
The overall mean for the responses of the respondents to the paragraphs that measure the strategic leadership variable has come in a high degree.
2.
The overall mean for the responses of the sample members to the paragraphs that measure the variable for implementing public policies is medium.
3.
The presence of a statistically significant effect of strategic leadership by taking it together (strategic direction, human capital, ethical practices, and strategic control) in the implementation of public policies combined and individually according to its dimensions (policy formulation and dissemination, planning and resource mobilization, and stakeholder participation) in government departments of the governorate Karak.
The study recommended the necessity of paying attention to human capital in government departments in Karak governorate and enhancing interest in ethical practices from major implications in planning activities and processes and participation with stakeholders in providing services and preserving government departments ’resources in Karak governorate.
And that the leaderships in government departments in Karak governorate enhance the participation of stakeholders when formulating public policies, as these parties are part of the work environment of these departments.
