Abstract EN

Arab scientific research is still facing challenges in building science, technology, and innovation capabilities.

Arab society is yet to absorb capabilities in these fields and place themselves within the global competition.

Changing this reality requires serious thinking, sincere will and diligent work.

This paper studies some of the relevant societal indicators of knowledge, such as funding ratios for scientific research, the number of patents, the number of highly cited researchers, the rankings of Arab universities and so on.

But these are effects, not causes.

Hence, this study contends that Arab scientists do not have access to an environment that enables the real and practical production of knowledge, and that science and technology is an integral part of society, whose affairs are guided by the State’s politics.
