With the establishment of the Republic of South Sudan, the latter became the eleventh country in the Nile River Basin, which is regulated by several conventions.

The questions that arise here are the following: what are the water rights of the new state? To what extent is it bound by the Nile conventions of 1929 and 1959? What is its water share in the Nile water? And what is the benefit of joining the Framework Agreement (Entebbe Agreement 2010)? The research concludes with the commitment of South Sudan to the regional rights and obligations stipulated in the Nile Agreements of 1929 and 1959.

Accordingly, the Republic of Sudan and South Sudan should agree to allocate water between them, and South Sudan can join the Framework Agreement within the part allocated to it from the Nile waters under the 1959 agreement.
