Abstract EN

The crime of conspiracy (criminal agreement) is a crime against the security of the State.

This crime is of great interest in various penal laws, old and modern, as it constitutes a serious threat to the existence of the State, its independence and territorial integrity.

It is natural that this type of crimes receives such great interest because it involves the effort to maintain the stability and security of the State.

Therefore, the UAE and comparative legislators have given special importance to the confrontation of security crimes, both internal and external crimes.

They also singled them out with special procedural provisions that do not resemble any of the procedures established for other crimes.

This research is divided into three main parts: the first one draws on the definition of the conspiracy crime and State security crimes, while the second one illustrates the role of conspiracy in both the UAE and the comparative law.

Finally, the third part identifies the elements of the conspiracy crime in the UAE.
