This research aims to shed light on the procedures for disciplinary responsibility of the public employee, in light of the outbreak of the Corona epidemic.

Considering the Corona pandemic as an exceptional circumstance, arranges the administration's right to resort to decisions that are illegal if they are applied under normal circumstances.

The pandemic has a clear impact on the procedures for disciplinary responsibility of the public employee, whether he is held accountable for a disciplinary violation related to the pandemic, or the violation relates to the duties imposed by the Iraqi legislator on the public employee in Article 4 of the amended State Employee Discipline Law No.

14 of 1991.

We find that the pandemic has an impact on the concept of disciplinary offense, as well as its impact on the investigation with the public employee, and it also has an impact on the subsequent stage of the decision to impose a disciplinary penalty.
