The constitutional amendment aims to achieve constitutional reform, and to avoid the political weakness that may affect it due to the impossibility of developing its rules.

Usually, constitutions establish a kind of balance between the need to preserve their texts from change by setting precise controls for their amendment and the need to create a permanent harmonization between these texts and the economic and political reality.

It did not place an olute prohibition against amending the constitution, believing that change and development are a necessary basis for the survival and protection of the constitution.

The constraints set by constitutions vary between substantive and formal.

Based on this, we find that most state constitutions authorize national courts to review and monitor the constitutionality of laws to ensure their compatibility with constitutional provisions and principles in a process known as (judicial oversight on the constitutionality of laws).

Constitutional Amendments to Constitutional Amendments generate many variations in constitutional law and comparative states' constitutions.
