Arabic Abstract

تناولت الدراسة واقع مشاركة المرأة السياسية في الأردن من الفترة الممتدة من 1954 وحتى عام 2020، و قد استخدم المنهج التاريخي و المنهج الاستقرائي، ذلك لتجميع ما أمكن من المعلومات التي توثق مسيرة المرأة الأردنية ضمن سياق قراءتها التاريخية و السياسية والاجتماعية، و قد افترضت الدراسة أن هنالك معوقات تحول دون مشاركة المرأة الأردنية في الحياة السياسية، و للتثبت من ذلك و التعرف على المعوقات فقد استخدمت الباحثة إضافة إلى المناهج المذكورة سابقا أسلوب المقابلة عن بعد بطرح أسئلة لاستمزاج آراء 20 مبحوثا بعينة قصدية من النساء و الرجال ممن أتموا دراسات عليا بهدف تدعيم فرضية وجود معوقات تتخذ في أغلبها الطابع و الموروث الثقافي و بعض المعوقات القانونية، و المعوقات الخاصة بالمناهج التعليمية و مسارات التعليم الخاصة بالإناث، و توظيف النصوص الدينية بما يتناسب و المزاج العام، و بهدف الإجابة عن تساؤل الدراسة الرئيس وهو : ما هي المعوقات التي تحول دون مشاركة المرأة الأردنية في الحياة السياسية و ما هي سبل علاجها ؟ و قد توصلت الدراسة إلى أن المعوقات القانونية كانت أقل أثراً في إعاقة المرأة الأردنية عن المشاركة السياسية من الموروث الثقافي الاجتماعي و من تأثير المناهج الدراسية التي تغض الطرف المرأة كونها في مواقع صنع قرار و تعكس صورتها كتابع للرجل، كذلك كان تأثير الإرث الديني الانتقائي المتناقل من جيل إلى آخر بتفسيرات دونما تمحيص بمدى صحته و بما يتناسب مع النظرة الاجتماعية الدونية للمرأة أحد أهم المعوقات أمام مشاركة المرأة سياسياً و وجودها في مواقع صنع عن القرار .

كما وضعت الدراسة مجموعة توصيات تصنف ضمن سبل معالجة المعوقات منها ضرورة تبني استراتيجيات و خطط بعيدة المدى من قبل المنظمات المعنية بشؤون المرأة من أجل تغيير النظرة الاجتماعية للمرأة بمختلف أبعادها، و التركيز أيضاً على انخراط النساء في مجالات أكاديمية لا تنحصر في مجال الرعاية و الخدمات و تساعدهن على تبوأ مكانهن و مكانتهن في المشاركة السياسية، و أن تعمل الجهات المعنية من منظمات مجتمع مدني و وزارات و مجالس تشريعية و إعلام و أحزاب على وضع الخطط و البرامج التي من شأنها رفع مكانة المرأة من خلال تغيير الصورة النمطية لها في الذهنية المجتمعية، و أن يبقى نظام الكوتا مستمراً حتى إحداث التغيير المنشود، كما أوصت الدراسة بإجراء المزيد من البحوث و الدراسات التي تناقش أساس و أسباب المعوقات النابعة من ثقافة المجتمع و البحث عن سبل عملية لمعالجتها.

English Abstract

The study examined the reality of women's political participation in Jordan during the period from 1954 to 2020, The historical and inductive approach was used to collect as much information as possible that documented the path of Jordanian women within the context of their historical, political and social reading.

The researcher also used a simple form to elicit the opinions of 20 respondents from an intended sample of women and men who have completed postgraduate studies to support the hypothesis of the existence of obstacles that mostly take on a cultural character and heritage, some legal obstacles, and obstacles related to educational curricula and educational paths for females and the employment of religious texts commensurate with the public mood.

The study found that legal obstacles were less effective in hindering Jordanian women from political participation than the socio-cultural heritage and from the influence of school curricula that turn a blind eye to women because they are in decision-making positions and reflect their image as a subordinate to men, as well as the influence of selective religious heritage transmitted from generation to generation.

Another with uncritical interpretations of its validity and in line with the inferior social view of women is one of the most important obstacles to women's political participation and their presence in decision-making positions.

The study also developed a set of recommendations that are classified as ways to address the obstacles, including the need to adopt long-term strategies and plans by organizations concerned with women's affairs in order to change the social perception of women in its various dimensions, Emphasis also on the involvement of women in academic fields that are not limited to care and services, and that helps them to assume their place and position in political participation, and that the concerned authorities such as civil society organizations, ministries, legislative councils, the media and parties develop plans and programs that will raise the status of women by changing the image.

Its stereotyping in the societal mentality, and that the quota system remain continuous until the desired change takes Place, the study also recommended conducting more research and studies that discuss the basis and causes of the obstacles stemming from the culture of the society and the search for practical ways to address them.
