Arabic Abstract

هدفت هذه الدراسة إلى التعرف على الرؤية الملكية لمنظومة القيم الأخلاقية و مسيرة الإصلاح، من خلال التعرف على الموضوعات التي تناولتها الرؤية الملكية والأنماط الإعلامية و الاستمالات و الحجج و البراهين والأطر المرجعية التي استخدمتها الرؤية الملكية عند طرح المنظومة الأخلاقية و عملية الإصلاح.

و لتحقيق هدف الدراسة اعتمدت الباحثة على منهج تحليل المضمون و سيلة لجمع البيانات.

تمثل مجتمع الدراسة في كل ما نشر من خطابات و رسائل ملكية، و مقابلات تلفزيونية و صحفية محلية و إقليمية و عالمية، و التي نشرت في الموقع الرسمي للملك عبد الله الثاني ابن الحسين في الفترة ما بين 2015/1/1 و لغاية 2020/12/31 و بلغت (106) خطاباً.

أما العينة فتم اختيارها بطريقة المسح الشامل الحصري لكل ما نشر خلال الفترة السابقة حول منظومة القيم الأخلاقية و ارتباطها بعملية الإصلاح و بلغت (79) فعالية.

اعتمدت الدراسة على استمارة تحليل الخطاب أداة للقياس.

توصلت الدراسة إلى أن الرؤية الملكية لعملية الإصلاح في عملية مستمرة ومتدرجة و هدفها تحقيق الأفضل للمواطن الأردني و تمكينه من المشاركة الفاعلة في مسيرة البناء، بالإضافة إلى إنقاذ سيادة القانون، لتحقيق العدالة و المساواة و الشفافية و المسائلة على جميع مؤسسات الدولة و أفرادها، استثناء، و خاصة ممن هم في مواقع المسؤولية.

كذلك أكدت الرؤية الملكية على أن عملية الإصلاح تتطلب نهجا اقتصاديًا واضحا مبنيا على شراكة واسعة ما بين القطاعين العام و الخاص من أجل تحفيز الأردن هي دون النمو الاقتصادي، و شراكة تتضمن استثمارات من القطاع الخاص و قدرة إنتاجية على جميع المستويات، بما فيها المؤسسات الصغيرة و المتوسطة الحجم، و تتضمن أيضاً شركاء دوليين يوظفون الاستثمار لتحقيق مستقبل إيجابي للجميع.

بناءً على النتائج التي توصلت إليها الدراسة، أوصت الدراسة ابإعتماد الرؤية الملكية لمنظومة القيم الأخلاقية و ارتباطها في مسيرة الإصلاح، استجابات مدروسة و منهج عمل لكيفية التعامل مع القيم الأخلاقية و مسيرة الإصلاح في الأردن ودول المنطقة، كما أوصت الباحثة بإجراء المزيد من الدراسات في الرؤية الملكية في مختلف المواضيع التي تناولها جلالة الملك، كونها تشكل مرجعا و خارطة طريق الصناع القرار في الأردن.

English Abstract

This study aimed to identify the royal vision of the system of moral values and its correlation with the reform process.

To achieve the goal of the study, the researcher relied on the content analysis approach in collecting data on the subject of the study.

The Sample community of this study is represented in all published speeches and royal letters, speeches of the High Throne, local, regional and international television and newspaper interviews, discussion papers in addition to what was published by His Majesty the King in local and international newspapers, which were published on the official website of King Abdullah II Ibn Al Hussein during the period Between 01/01/2015 until 31/12/2020, the total number according to the official website of His Majesty, was 106 speeches.

As for the sample, it was selected by a comprehensive survey method for all that was published during the previous period about the system of moral values and its correlation with the reform process, and it reached (79) activities.

The study relied on a speech analysis form as a tool of measurement.

the most important results of the study were the following: The study concluded that reform in Jordan is a continuous and gradual process, and its goal is to achieve the best for the Jordanian citizen and enable him to actively participate in the building process, in addition to enforcing the rule of law, to achieve justice, equality, transparency and accountability for all state institutions and individuals without exception.

His Majesty believes that Jordan’s program and its economic vision are based primarily on our most important capabilities: they are Jordanians, with their creativity and ambition, and the majority of them are from the younger generation.

Jordan constantly looks to the participation of all in the process of construction, gender equality, and the spread of entrepreneurship as basic engines for achieving development.

Based on the findings of the study, the researcher recommended that the royal vision of the moral value system and its correlation with the reform process be considered as thoughtful responses and a working methodology for how to deal with moral values and the reform process in Jordan and the countries of the region.

The researcher also advises further studies into His Majesty’s vision in various subjects, as it constitutes a reference and a road map for decision-makers in Jordan.
