although it was proven that the public employee was responsible for his mistake, the process of disciplinary action was not useless, so the disciplinary process was surrounded by a set of controls and guarantees in flavor of the guilty employee.

There is also a positive role for disciplinary punishment on economic development, because punishment leads to public deterrence, in addition to the fact that the public employee’s disciplinary accountability when he makes mistakes is an important and first way to fight and forbidden administrative corruption.
